Goa govt signs MoU with HITES to modernise ports, boost disaster resilience

PANAJI: The Government of Goa, through the Captain of Ports Department, has signed a Memorandum of Understanding with HITES (HLL Infratech Services Ltd.) to strengthen and modernise the State’s maritime infrastructure.

The MOU, signed in the presence of Chief Minister Pramod Sawant, speaks about AI-based monitoring and disaster-proof solutions. 

“The MoU aims to modernize and disaster-proof Goa’s ports and inland waterways, ensuring long-term structural safety, operational continuity and public safety,” the CMO said in a press statement issued.

CMO said that AI-based monitoring and disaster-proof solutions will be implemented across ports and inland waterways for real-time surveillance, early detection of risks, and rapid response.

Under the collaboration, the focus will be on disaster mitigation and rehabilitation works. This includes strengthening jetties and waterfront structures, upgrading search and rescue capabilities, inducting specialised disaster management boats, and enhancing oil spill response systems. Scientific dredging of rivers and channels will be undertaken to reduce flooding risks and improve water flow, along with the construction of retaining walls and embankments to prevent erosion.

The plan also includes underground cabling to minimise damage during extreme weather, development of cyclone shelters in vulnerable coastal and riverine areas, and support for coastal road infrastructure to ensure smooth evacuation and emergency access.

“By leveraging advanced technology-driven and AI-based disaster-resilient solutions, the collaboration aims to safeguard lives, livelihoods, and critical maritime and economic activities,” the  CMO said. 

CMO said that the initiative further positions Goa as a model coastal state, proactively adopting modern, disaster-resilient maritime infrastructure in alignment with national priorities and best practices.

HITES, a Central Public Sector Undertaking under the Ministry of Health and Family Welfare, brings proven expertise in disaster management, infrastructure resilience, and technology-led solutions. This expertise will now be applied to Goa’s ports and inland waterways, with a focus on long-term safety, operational continuity, and public protection.
