Govt in the fast lane, amends App-based taxi fare regulations

With no objections raised, the State government has officially amended the Goa Motor Vehicles Rules, granting App-based taxi aggregators the ability to use their application as a fare meter. 

This amendment allows digital platforms to function as official meters, provided they generate SMS or email-based invoices for passengers. The move is expected to modernize and streamline the operations of app-based taxi services in Goa.

The Transport Department had issued a public notice on January 30, inviting feedback, objections, or suggestions regarding the proposed changes within a 15-day window. 

However, since no responses were received within the stipulated time, the government proceeded with the amendment without any modifications. 

The newly revised regulations will now be formally recognized as The Goa Motor Vehicles (Amendment) Rules, 2025.

According to the official notification, Rule 140 of the Goa Motor Vehicles Rules, 1991, has been updated. 

A new proviso has been inserted after sub-rule (1), stating that if a motorcab operates under an App-based aggregator, the application itself may serve as the fare meter. 

Additionally, the requirement for a physical printer in the vehicle will no longer be mandatory, as long as the application has the capability to issue SMS or email-based invoices.
