Govt to extend category-based land valuation

After the successful rollout of a pilot category-based land valuation model in Taleigao, the State government is preparing to expand the system to Vasco, Bardez and Sancoale, with official notifications expected this week.

Revenue Minister Babush Monserrate on Wednesday said the new framework will gradually replace the existing uniform land rate mechanism, which fixes a single rate across an entire village irrespective of location-specific differences.

The pilot project was introduced in Taleigao last month. Under the revised system, land within the same village is classified into five categories -- A, B, C, D and E -- with separate minimum values assigned based on location, connectivity, infrastructure, civic amenities and overall development.

The Revenue Department had, through a notification issued on May 22, observed that the earlier practice of applying a single rate across villages was “not appropriate and justified,” noting that land values vary significantly within the same village due to differences in accessibility, commercial activity and proximity to urban centres or the coastline.

Under the Taleigao model, Category A land carries a base rate of Rs 30,000 per sq mtrs, Category B is pegged at Rs 25,000 per sq mtrs, and Category C at Rs 20,000 per sq mtrs. Category D land is valued at Rs 7,000 per sq mtrs, while Category E is fixed at 20 per cent of the lowest minimum rate among the first four categories.
