The State government has notified the “Homestay and Bed & Breakfast Scheme” in a bid to standardise services offered to tourists and increase the availability of accommodation options in Goa.
The scheme is part of the government’s initiative to boost tourism beyond beaches and promote sustainable rural development.
Besides incentivising tourism in the hinterland areas, the government has made an attempt to encourage women and youth in tourism-related businesses. With this, the government has decided to offer fiscal and non-fiscal incentives in seven hinterland talukas of Sattari, Dharbandora, Sanguem, Bicholim, Ponda, Quepem, and Canacona.
According to the Tourism Department, the main goals of the scheme are to streamline the registration process under the Ease of Doing Business (EoDB) initiative, regulate the operation of homestays and B&Bs, and augment the supply of accommodation units to meet rising tourist demand. It also seeks to enhance livelihood opportunities, upskill the local population, and create self-employment prospects for rural communities in tourism-potential regions.
The scheme further aims to improve the quality of services offered to tourists, preserve Goa’s cultural identity and natural landscapes, and introduce visitors to local cuisine, historical heritage, and traditional Goan activities. It also seeks to promote the restoration and use of old houses and mansions with a unique Goan architectural blend, create markets for locally sourced goods and services, and attract responsible tourists seeking authentic experiences.
The notification mentions that the scheme will be valid for five years, and it will likely be extended at the discretion of the department.
