New e-tender for beach cleaning issued

A month after Tourism Minister Rohan Khaunte assured the Goa Legislative Assembly that a fresh tender process for beach cleaning was nearing completion, the State issued a new e-tender for the project. This move comes amid ongoing allegations of irregularities in the previous tender process.

The Directorate of Tourism invited sealed item rate tenders in a two-bid format ” technical and financial ” through the e-tendering system which is open to registered firms, including proprietary firms, partnership firms, and both private and public limited companies.

The tender states that eligible bidders must have experience in similar work such as beach cleaning, waste management or facility management within the jurisdiction of a local body.

The scope of work under this tender includes comprehensive services for cleaning various beaches across Goa and will cover a five-year contract.

It further states that to qualify, contractors must have satisfactorily completed similar projects within the last three years such as three similar projects costing no less than Rs 7.40 crore each, two similar projects costing no less than Rs 11.09 crore each, or one similar project costing no less than Rs 14.78 crore.  

The value of executed works shall be brought to the current costing level (FY 2023-24) by enhancing the actual value of work at a simple rate of 7 percent per annum, calculated from the date of completion to the last date of receipt of applications for tender,” it said.

The tender also speaks about maintaining beach cleanliness, legacy waste management, bio-remediation, solid waste management, or housekeeping and facility management services within the jurisdiction of a local body.
