In a move to curb the recurring threat of drowning incidents during the monsoon, South Goa District Collector Egna Cleetus has issued a prohibitory order banning swimming, bathing, and entry into waterfalls, abandoned quarries, rivers, lakes and similar natural water bodies within the district’s jurisdiction for the next 60 days.
The order, which came into effect from May 23, will remain in force until further notice, unless withdrawn earlier. It has been issued under the powers conferred by Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, and is aimed at enhancing public safety during the hazardous monsoon period.
The Collector has instructed Police Inspectors and Mamlatdars to enforce the ban strictly and maintain vigilance across their respective jurisdictions. Violations of the order will attract punishment under Section 223 of the Bharatiya Nyaya Sanhita, 2023.
The Deputy Collector and Sub-Divisional Magistrate of Quepem has also been authorised to verify violations, initiate necessary legal action, and file FIRs before the appropriate Judicial Magistrate.
The decision follows a letter from the Superintendent of Police, South Goa, highlighting the serious safety risks posed by natural water bodies during the monsoon season. The SP cited frequent and fatal drowning incidents involving both locals and tourists in areas like Sanguem, Mormugao, and Dharbandora in recent years.
“Despite the District Police's efforts to caution the public through warning signage, these locations continue to be accessed in an unsafe manner, posing significant threats due to unpredictable water depths, slippery and unstable terrain, and sudden currents and underflows,” the Collector’s order stated.
The SP had urged the Collector to invoke the new security provisions, emphasising the need for stronger enforcement mechanisms. “Such legal backing is necessary to empower the police and administration to effectively enforce the restrictions and ensure legal action against violators,” the District Police Chief noted in his letter to the Collector.
