Why did govt not consult merchants before passing municipality ordinance? Mhambre

Aam Aadmi Party on Tuesday condemned Chief Minister Pramod Sawant for his vacillating stand and questioned what was the wisdom in passing the municipal act amendment in the first place if the same was going to be kept on hold.

AAP Goa convener Rahul Mhambre questioned the need for the ordinance as the assembly is going to meet shortly.

“What was the tearing hurry to pass an ordinance when the matter could have been discussed at the Assembly session,” asked Mhambre.

“From January 25, the assembly sessions will commence and the ordinance could have been debated and discussed upon. Why were no stakeholders taken into confidence? Was this done to profit some friends of the BJP,” asked Mhambre.

Mhambre opined that the Chief Minister wanted to sneak in the ordinance which is totally contrary to the Uniform Civil Code in practice in Goa and said this is in keeping with the BJP’s plan of destroying anything that is progressive and promoted by the people of Goa.

While pointing out that consultation is the process to be followed in a democracy, he said Sawant was instead acting like a dictator and not consulting locals and hence, has hence earned the title of ‘Dr Pramod Salazar’.

“I would like to remind the BJP that Goa is for Goans and is not owned by BJP private limited to take decisions according to their whims and fancies. Be it IIT in Melauli or making Goa a coal hub, stakeholders weren’t consulted. Goans must be consulted before taking any decisions.” said Mhambre.

He said the ordinance that enable leases on municipal properties to be transferred only to male descendants was ultra vires of the Uniform Civil Code that recognises both daughters and sons to be equal inheritors.

“The members of the merchant association approached the AAP for support. I would like to assure them that the AAP will make sure that no injustice is done to them,” said Mhambre.
