The preliminary investigation into the devastating fire at the Erich Romeo Lane nightclub in Arpora, which left 25 people dead, has determined that the incident was caused by electrical fireworks used inside the club on Saturday night.
Chief Minister Pramod Sawant said initial findings indicate that the indoor fireworks ignited a blaze that rapidly engulfed the premises due to extensive wooden interiors and furnishings. While fire and emergency personnel reached the site within half an hour, the club’s flawed structural design significantly obstructed rescue and firefighting operations.
According to Sawant, the building had only two exits. Two victims were discovered on the upper floor, while 23 others—who sought shelter in the basement—died from suffocation.
A Magisterial Inquiry headed by the North Goa Collector, along with the South Goa SP, the Director of Forensics, and the Deputy Director of Fire Services, will examine lapses and illegalities, with a report expected within a week.
The State government has announced an ex-gratia of Rs 5 lakh for the families of those who died and Rs 50,000 for the seriously injured.
Sawant added that the DGP has been instructed to initiate stringent action against all culpable individuals, including the nightclub owner, management, and officials involved in issuing clearances. Offences will be registered under Sections 125 and 287 of the Bharatiya Nyaya Sanhita (BNS), while the Chief Secretary will begin disciplinary proceedings against defaulting officers.
The government has also ordered a thorough inspection of all nightclubs and commercial establishments. A committee comprising representatives from the police, PWD, Fire Services, and the Finance Department will conduct the audit.
