After a controversy on the appointment of 28 assistant motorvehicle inspectors (AMVI) erupted, Chief Minister Manohar Parrikar had promptlyannounced that the recruitments would be scrapped.
But one month down the line the AMVIs are firmly in theirsaddle.
They continue signing traffic violations challans and scrutinizethe authenticity of documents, which were already scrutinized by anti-corruptionbureau (ACB) of Vigilance department.
According to information provided by social activist SudipTamankar, the AMVIs had provided forged garage certificates during their selectionprocess.
The ACB has recorded the statement of all garage owners andsent the file to the chief minister for his approval to file an FIR on June 22,2012.
Soon after that the chief minister, on July 10, 2012, had toldthe media that he has issued an order of scrapping the 28 AMVIs’ posts and a weekbefore the chief minister again stated that he had sent the file to the ACBrecommending issuance of show cause notices to all 28.
“We have not received any order from the chief minister norfrom the minister for transport to scrap the recruitment process,” confirmed Directorof Transport, Arun Desai.
“The way the chief minister is taking U-turn on all theissues related to Dhavikar brother seems to suggest that the CM is under somesort of pressure,” said complainant, Sudip Tamankar. He further said that the chiefminister’s attitude towards the alleged job fraud questions his commitment to zerotolerance towards corruption.
It is learnt that five AMVIs had obtained heavy driving licensemuch after the due date of filing the application had passed. Further most ofthe garages from where the experience certificates were produced were fromgarages that did not exist and some did not undertake repair work of heavyvehicles. The records of most of the garages were not found with the labourdepartment.
“I have submitted all the documents which I have collectedthrough RTI proving forgery in the recruitment process of the AMVIs,” said Tamankar. It was also learnt that only 14 postswere advertised but the department recruited 29 AMVIs. “This is against the SupremeCourt order which said that only advertised posts can be filled,” Tamankar said.It may be recalled that one Oden Champ Da Costa an AMVI was terminated in 2011 onsimilar grounds.
