The Goan: When does the PAC report become official?
Subhash Kashyap: What has to be checked is whether theproceedings of the House, when the PAC chairman presented the report to theSpeaker, have been recorded. If that has been done it means that the PAC reporthas been submitted and hence official.
TG: Is it necessary to table the PAC report on the floor ofthe House?
SK: The report ordinarily does not require a discussion inthe legislative assembly and hence even if it is tabled it may not come up fordiscussion. Only in exceptional cases, when the PAC chairman requests theSpeaker to table the report and hold discussion on it, can the PAC report bediscussed.
TG: Does the PAC report require all its member’s signatureto be valid?
SK: The PAC report is on the basis of PAC’s deliberation andhence its content reflects the unanimity of the committee. It is always thechairman who signs on the report on behalf of PAC committee. The signatures ofother members are not required.
TG: Can the PAC report of a previous Assembly be taken up bysubsequent Assemblies”
SK: Yes. If the current PAC chairman requests the Speakerthat the PAC report of the previous PAC, has an unfinished business, only thenthe Speaker can take up the PAC report for tabling or for any other discussion.
