His party promised that Regional Plan 2021 would be scrappedas soon as his Government came to power, his Government’s inaugural speech inBudget Session even made a mention of it. The Governors assembly opening speechtoo echoed the decision to “scrap RP 2021”
When village groups met him in April, the Chief Ministertold the Chief Town Planner not to issue any clearances based on the notifiedplan. The plan instead of being scrapped was merely “kept on hold”.
We have kept the Plan on hold but for policy purpose, FAR,zoning we are using RP 2021 and for land use resorting to RP 2001” says ChiefTown Planner P S Putturaju.
The Chief Minister then said from August 17 onwards RP 2021would sent to panchayats for study and limited recommendations in road widthsetc. It didn’t happen.
“The man who promisedto do away with RP 2021 completely has been selectively allowing backdoor entryof the Plan. For the record, RP 2021 for public viewing had attracted 3,000objections and suggestions of which 90% are requests for change in zones.Parrikar’s Government still refers to RP 2021 zone. The last promise he madewas on June 6 promising to deliver the new Plan by January 5, 2013.
Says Franky Monteiro of the Village Groups of Goa “I spoketo the TCP recently. They have not even discussed guidelines of a new plan(even an amended plan will essentially be a new one), so they are working at apolicy level with RP 2021 (which the government plans to scrap) and at theground level with RP 2001.
