Daysafter he was sworn in as Chief Minister Manohar Parrikar was left aghast when theUnion Home Ministry asked DIG Ravindra Yadav to relinquish his charge and moveout of the state. An Under Secretary in the Union Home Ministry wrote to DIGRavindra Yadav, without sending a copy of the letter to the Chief Secretary/the Goa government. “You stand relievedwith immediate effect. You do not need any permission from the state governmentto be relieved. Relinquish charge immediately failing which disciplinaryproceedings will be started against you”. Yadav was one of the finest IPSofficers in the State and Parrikar as Home Minister was looking at hisexperience and non-partisan conduct.
TheCentre followed it up by unilaterally relieving IPS officer Atmaram Deshpande,who was SP (special branch), and transferring him to Mizoram without consultingthe state government. An irate Parrikar went on record to say “the state homedepartment will not allot postings to newly-transferred officers from Delhi tillthe ministry sends a communication to the state government and rectifies thelanguage used in the letter sent to the state government, the decision of notgiving postings to IPS officers will hold".
Thereafter,I B Rani, an IPS officer transferred to Goa by Union Home Ministry was notgiven a posting by Goa Government in a tit-for-tat. She was in Goa for a fewdays and went back to Delhi. The state has two DIG posts vacant and of the 10IPS officers' posts sanctioned, four have not been filled.
