As present,TCP should make the Regional Plan 2021 (RPG-21) applicable for the villages of Arpora, Nagoa, Parra, Candolim, and Calangute, as it was the enforced regional plan for these areas. Execute RP 2021 norms to issue zoning certificates, re- construction approvals, technical orders, completion orders, etc. to the public, considering merits of the High Court order. The RPG-21 aims to protect natural cover and includes zones like "Natural Cover" to prevent development pressures in ecologically sensitive areas. Recent events, including a High Court order and allegations of arbitrary land conversion, highlight the challenges in implementing the regional plan for these specific villages. The Regional Plan 2021 (RPG-21) is the relevant regional plan for the specified villages, according to the TCP department. Implement it lawfully. RPG-21 introduced new classifications, such as the "Natural Cover" zone, to preserve the green cover and protect these areas from development.
