The highest institution for governance in a constitutional democracy is Parliament. The majority ruling party can have its way, but whether they like it or not the elected Opposition must have its say where the Chair/Speaker has to be non- biased and rule of law prevails. What is more important is civilised behaviour not a ruckus/walkout by the Opposition and bulldozing of Bills without a proper discussion. The LOP is not permitted to speak in the Lok Sabha, the PM does not turn up to give his address /reply to the Presidents inaugural address which he does in the Rajya Sabha. In Goa we have an ex- Chief Justice of the Allahabad High Court leading the people’s movement to save Goa from rapid urbanization and dangerous destruction of hills, forests, beaches, flora and fauna and resident’s heritage and way of life. We have former Chief Justice of the Supreme Court Justice B.R.Gavai and now former Supreme Court Judge Abhay Oka rallying behind this people’s movement in every town and village in Goa. We appreciate the CM honouring the Citizen’s Charter in words but now the time has come for deeds.
