Amar Jawan Jyoti at India Gate was a temporary, ad-hoc arrangement but the first one in 1972 to commemorate the soldiers of 1971 Bangaladesh war that cut Pakistan into half.
The National War Memorial was not a priority, though a necessity even though it was a long-standing demand. The government then did not allot place in the vicinity to diminish the focus on existing memorial.

National War Memorial is a designated place for functions and visitors to pay their respects. The eternal flames at two places simultaneously would not reduce the importance of designated monument. Besides the lack of flame any away will not erase the historical significance as it will not be demolished.
