Expert-led planning framework need of the hour

Public concern around large-scale “development” projects in Goa has been growing, especially where projects are perceived as real estate“driven rather than community-focused. The key issues that need to be addressed include the carrying capacity of villages, water security, power infrastructure, and ecological damage. The State Planning Board was disbanded in April 2017. Later, the State Institution for Transformation (SIT) Goa was formed and subsequently renamed the Goa Institution for Future Transformation (GIFT) to serve as a knowledge and innovation hub and a one-stop solution provider, following best practices for sustainable development. GIFT was mandated to spearhead feasibility studies and guide government decisions on non-polluting industries and eco-friendly ventures, and to take up development issues. It was also formed to suggest improvements, necessary amendments, and course corrections. The government reportedly approved the appointment of consultants to prepare study reports on various issues and ensure the implementation of recommendations by the relevant departments. However, the institution reportedly remains inactive and has made little progress since its inception. Public opposition to development projects is often portrayed as resistance to progress. In reality, it is frequently a reaction to inadequate planning, poor communication, and a lack of long-term vision. To address these gaps, the government must institutionalise expert-led planning frameworks, including reviving and strengthening forward-looking institutions like GIFT.
