Find solutions to pressing problems in capital city

From the years when Manohar Parrikar was chief minister, there still exist foundation stones which are still lying idle. For  example there is one foundation laid at Campal stadium and another near Patto at Rua de Ourem side opposite Ninho Infantil at the petrol pump. Now, I have seen a plaque of a walking bridge opposite Archives and other plaque on other side of bridge for pedestrians to walk from Patto to Rua de Ourem. Now, my question is how many such pedestrian bridges need to be constructed for people to walk from Rua de Ourem to Patto? One already existed during Portuguese regime which was named as Ponte de Linhares, other one is a bridge for people who come from Corte de Oiteiro and one which is just inaugurated is of high technology costing several crores near the Archives also for people to walk from Patto. On the other hand, we see Panaji city full of several trenches and drains clogged with water stagnating everywhere. These emergencies should have been attended to by authorities rather than constructing multiple pedestrian bridges.
