Hike penalties for those driving on beaches

We see numerous cases of people particularly tourists driving their vehicles on beaches and then when caught, are penalised approximately Rs 5,000 rupees by the law in Goa.  Is this a joke by the Goa government or an "unofficial" premium to destroy the beach? I request the Goa ministers to increase the fines to at least one lakh for anyone unlawfully using their vehicle on the beach. In addition, the vehicle must be impounded by the authorities for at least a month (if not more!) and respective charges must be borne by the violator. The Goa government has to show some serious spine and no nonsense policy here on this matter, if this menace has to be reduced/addressed.
