The predecessor of the present District Magistrate, North Goa Nila Mohanan called M/s Kamaskshi Clouds from Bangalore in 2017 at the cost of the Citizens Committee members to demonstrate to the requirement to install CSNSYS (Noise Compliant Handling System) Software for public usage and for the Citizens Committee Members so appointed by the High Court in Suo Motto 4 of 2006 to monitor and act on complaints by the authorities in abject failure of High Court directions in MCA 588 of 2010. The Citizens Committee members approach the High Court in Misc Civil Application No 83 of 2019 in Suo Motu Writ Petition NO 4 of 2006 on 6.2.2019 and disposed with directions to the M/s Info Tech Corporation of Goa Ltd to install the App within 45 days to provide software updating compliant over SMS for all requests as per the escalation chart and roster of all ‘authorities’ built in by multi SIM SMS system and maintain history of all the areas, regions and citizens. The successive District Magistrates, North Goa shelved the proposal in contempt of High Court directions in MCA 83/2019 for reasons best known to the ‘authorities'.
