Why club owners employ waitresses and not waiters?

Even as the villagers of Calangute are agitated over the issue of dance bars, Chief Minister Pramod Sawant reportedly said that there are no dance bars operating in Goa. It seems necessary to note the difference between a dance bar and a pub and bar and restaurant. A dance bar is a place where mostly girls perform to the music and tables are placed all around the dance floor for customers who can order drinks and enjoy the dance and music. Girls dance on the stage and men throw money at them. Dance bars used to be present only in Maharashtra, but later spread across the country, mainly in cities. The Maharashtra government had banned dance bars in 2014 by an Ordinance, but this was found "unconstitutional" by the Supreme Court allowing Mumbai dance bars to reopen.  It is understood that club owners of Calangute claim that their business is legit and that the girls employed in the clubs/restaurants were waitresses and not dancers. The question that arises is whether it is necessary to employ females as waitresses. Is there a shortage of male waiters?
