Why is there no power supply to TMC office?

On November 3 evening when I was on my rounds in Panjim, I noticed that the Goa TMC Office premises at Nizmar Centre was in the dark, presumably due to the power connection having been disconnected to this office. It may be recalled that this same premises was occupied earlier by a public sector bank. Could it be that the public sector bank had not settled the electricity bills and so the connection to this office was disconnected?

 If such is the case, why should the Goa TMC office have to pay arrears on behalf of the public sector bank? Or is this a part of a greater conspiracy to try to deny the TMC from operating by the present dispensation because the TMC is making rapid strides in the political firmament of Goa? Power connection to this office should be done immediately, since the rest of the building is having normal power supply.
