Are consultants and experts required by govts?

Nowadays it has become a fad by the governments to hire consultants, specialists and agencies to find the viability of constructing/implementing/oversee projects and infrastructures such as, bridges, flyovers, airports, auditoriums or agriculture, horticulture, coastal protection etc.

These “experts” are either handpicked or through advertisements’ and are paid lakhs or crores of rupees to prepare and present to the governments feasibility reports. Some of the projects would see the light of the day while most get a quiet burial. The “experts” shrug their shoulders and move on to other projects. The question is, when there are specific government departments and experienced people working there, why are “experts” and “consultants” appointed?

It is understandable to have “experts” onboard if the project is highly technical or too specific but they should not be assigned for run-of-the mill works and for preparing reports. These are the responsibilities, routine tasks and duties for employees who are working in the various government departments. If governments hire “experts” then what will the regular employees do?
