There is absolutely no bar to contest any where but are there any Goans settling anywhere else in India and contesting elections? No way. I was offered a plot by Lucknow Development Authority in 1983-84 but looking at the law and order situation and the behaviour of the people it was difficult to settle down there.
But despite being a Goan it is absolutely impossible for me to get a plot here as non Goans have grabbed comunidade, housing board and PDA plots as they have crooked ways, not like simple living Goans. A warning to all Goans. Non Goans are taking Goan names and settling here. They change all records needed and call themselves Goans. I don't want to comment who is responsible for this downfall of Goa. The biggest issue is plenty of land available at cheap rate.
