The frequent transfers of Goa Government officers mar good governance and act as an impediment to progress. Be it Senior Scale Officers, Junior Scale Officers, or Mamlatdars, the transfers happen every few weeks. There have been cases of officers who did not even complete a month in a posting and were transferred. The government needs to bring in a policy to assure a minimum period of 3 years to an officer when he is posted in a particular office. This will help for better planning and implementation of policies. This will also help in better disposal of Mundkar and Tenancy cases by the Mamlatdars because what happens today is that an officer who records evidence is transferred when the matter is fixed for arguments. When the next officer hears the arguments, and the Order is to be passed, he gets transferred again. This means the litigants have to reargue the matter right from scratch again.
