The recent order of the Bardez BDO to Panchayats of Bardez to fight disasters is going to be nothing but another scam of development funds.
Recently, some panchayats were in the news for quoting high rates for developmental projects by bypassing the GPDP procedures to show that the central government funds were efficiently used.
However, the Bardez BDO or DoP failed to initiate any inquiry in such news reports for reasons best known to them.
I had sent a proposal for the setting up a village disaster management committee to Siolim-Marna panchayat and many other proposals were sent in equipping the Committee through the GPDP still remains in cold storage.
The Government of Goa has a wonderful village disaster management booklet which has to be enforced in every panchayat.
Let us hope the concerned departments and those under the Collector enforce guidelines, establish committees and ensure that proper asset registers of equipment are maintained and volunteers are given remuneration.
