Ministers responsible for tragedy not punished?

Families of those who died in the Goa nightclub fire are demanding capital punishment for the owners of the club where the tragedy occurred. There was also a protest at Delhi's Jantar Mantar on Sunday, demanding a death sentence for the owners of the club where the tragedy occurred. I agree justice must be served but should this also not include specific Goa ministers who are responsible for allowing this illegal nightclub to be set up and even staying/delaying the planned demolition. The Luthra brothers could not be only culprits responsible for the deaths of 25 people. I am perplexed by the fact that the main people/senior Goa ministers responsible for this tragedy have not been taken to task.
