The government should be keen to come out with a clear vision for its cities and villages. The bane of our cities is poor implementation of the laws in place. What we find in our cities and villages are massive potholes and eroded asphalt. The roads are designed for disasters. Wearing a helmet is a life-saving measure and should be promoted. There is a need to strengthen enforcement of other existing legislation for seat belts. The WHO's recommendations of a five-pillar approach to road safety management, safe people, safe roads, safe vehicles and post-crash care need serious implementation in states. The helmet should be of ISI mark or violators should be fined under Sec 129 of MV Act, 1988. Strictly impose penalties on helmetless vehicle riders and for wearing one without an ISI mark.
