Surveillance needed to nab Colva creek sewage culprits

Water Resources Dept  staff were seen cleaning Colva Creek after media coverage of the issue. My question to GSPCB and WRD is why is the Colva Creek issue not being proactively addressed by the authorities considering that the Colva Creek sewage issue has been going on for so many years? Also will just cleaning the creek solve the larger issue? What is the WRD and GSPCB doing to ensure that the issue is comprehensively resolved? Why can't basic surveillance systems like CCTV, etc be used to nab and severely punish the culprits?
