There are many reasons to this. First, we look at problems in isolation and not as one whole connected problem. For example, the Govt. says people in Goa are dying because of underlying comorbidity conditions. Then, they are opening up even theatres without banning such people from entry. Is this not suicidal for such people?
In wars, the frontline soldiers must follow instructions of their superiors. In the Covid war, the frontline are allowed to make their own decisions. Govt hospitals, covid isolation centres et al showed how pathetic the toilets were, despite being a strict no-no for covid control. Why? Let’s look at theatres. The ticket counter railings: who will ensure regular cleaning? The ticket collector will be left to his own notion of mask wearing/type of mask used and hand hygiene. All these people are not required to possess any formal education. The ventilation system is left to the knowledge of the owner. With 50 % capacity, he is going to reduce the running time and fresh air inlet. All he knows is the temperature must be at 23C. This instruction might be given but is then left to the discretion of the AC operator.
