Why the delay in ordering probe into forest fires?

This is with reference to the report,” “Forest dept starts evaluating loss, impact on ecosystem  dated March 17, 2023”. The news says that the Forest Department has now began the process of evaluating losses and impact on ecosystem. The question arises why did the Forest department did not order a probe earlier to know who was responsible for losses and impact on the ecosystem.

Again the news says that as many as 130 forest officials were patrolling the affected areas to ensure fires are completely doused. The question arises from day one the fire was seen lit from a distance in forest zones and if there were 130 forest officials with the Department and plus the forest guard guarding all sides of the forest borders why did they not apprehend a single person when lighting the fire? To know whether it is a fun game or act of arson.

When a needle of suspicion points that it is a man-made job and the forest department is silent to order a probe in the wild fire incident it seems like the Konkani saying “Bitorlo bhedi bailo chor”.
