Empty chairs episode and need for exemplary action

As reported, just a few days ago the Civil supplies and Consumer affair minister paid a surprise visit to his own department though a rare one. To his surprise nearly half of the employees were  not on duty.  It’s a glaring dereliction of duty. Therefore they need to be taken to task. All the government employees are paid from exchequers  money.  Such a situation needs to be addressed with exemplary  punishment.  In the process of his visit, minister was also surprised to see the surplus  employees in the department. It will be in the fitness of things if the excess staff are transferred to other government departments where there is shortage of staff. Other ministers should also  pay  surprise visits to  their respective departments, it will do a lot of good to the public.
