The Goa government must amend the Employment Exchanges Act to prioritise local candidates for government jobs, ensuring “one government job per family” based on skills, qualifications, and attitude. The scheme should include a condition that employees maintain family welfare, with jobs subject to revocation if complaints arise. Being a small state, Goa can achieve this Employment Mission under the leadership of our capable CM.
Currently, the state lacks a legal framework for such a scheme. Employment exchanges sponsor local candidates for private sector recruitment drives, but this does not adequately meet public needs. Providing one government job per family is essential to combat poverty. Experts must devise high-tech solutions to address unemployment effectively, as rising poverty undermines Goa’s presumed per capita income.
All 40 legislative members must pass a bill amending the Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959, with cross-party consensus. This amendment would mandate employment exchanges to ensure government jobs for families, marking a historic step in tackling Goa’s unemployment. Such an initiative would demonstrate lasting dedication to the welfare of Goans.
