Why reduce registration fees for pets?

The Goa government has mandated the registration of pet dogs. The fees for exotic and pedigree breeds are Rs 5,000 and Rs 100 for local ones. Due to poor response and complaints by owners, the amount for the former has been reduced to Rs 1,000 (TGE, 19.11.2024).

This is absurd. When a pet parent pays a few thousand and perhaps even a couple of lakhs of rupees for an exotic/pedigree dog and spends several thousand rupees each month on food and grooming, can they not shell out Rs 5,000? Instead of standing firm, the government liberally slashed the fee to one-fifth. We should not be surprised if people who buy high-end cars protest against paying the huge amount for registration and demand that it be lowered and made more affordable.
