Buffaloes a daily menace on Fatorda's arterial roads

There is a daily menace on the arterial roads of Fatorda where a herd of buffaloes numbering about twenty are let loose to proceed to their grazing grounds during peak hours causing traffic snarls. Imagine in an emergency an ambulance or a fire brigade is caught in this rigmarole. There is also nobody to shepherd or guide them and vehicles have to wait at traffic junctions even when the signal is green like at the old market circle. Here I don't blame the animals but the owners who should take some responsibility and take their cattle to their grazing grounds through alternate inner routes without causing inconvenience to the motorists and the general public. Sometimes they come so close to the vehicle that one has to take preventive action before he/she is gored.
