Clarify norms required for setting up bio-toilets

Bio-toilets provided to villagers are supposed to be given to households without any toilet facility. Further, a NOC from the concerned land owner also needs to be obtained for acquiring the said benefit. Besides, a prescribed amount needs to be paid depending on the category to which the families belong. However, in the jurisdiction of the village panchayat of Adpai-Durbhat in Ponda, families having not only one, but even two toilets have been provided with bio-toilets. Further, one wonders whether the locals have obtained the necessary NOC from the landowners concerned. The Directorate of Panchayats as a competent authority should take a serious view of this important matter and seek necessary clarification from this village panchayat as to whether the basic norms have been fulfilled while providing these toilets.
