Empty vessels make the most noise

In the context of the recent seizure of some Rs 290 crore cash from an Orissa based distillery group, Narendra Modi has said that this money belonging to the people will be returned to them. This reminds us of the Rs 15 lakh that the same esteemed gentleman had promised us in 2014 that will be given to each citizen of India after bringing back the 'black money' from Swiss banks. We are all still waiting for the moolah or the manna from Heaven! But unfortunately nothing has happened on that promise. Reminds one of the old adage - Empty vessels make the most noise.
