The government of India has been talking about protecting the rights of the tribals in India. If such be the case, then the Goa government should include the names of all the residents of Melauli village in every Survey number and sub-division number in the Form I & XIV so as to empower them as far as ownership rights of the land they reside and work on is concerned.
This mutation proceedings should be done free of charge and immediately, if until now the locals of Melauli have been denied this basic legal entitlement because of their ignorance, this wrong should be righted.
Democracy is government of the people, for the people and by the people. In many villages in Goa, the farmers and the residents of large lands have been marginalized and cheated of their entitlement which they possess by virtue of tilling the land and conducting their livelihoods.
If the law needs to be amended, it should be done immediately to confer rightful ownership rights to the farmers, cultivators and residents of villages in Goa.
The IIT project should be shifted to a place where it is acceptable.
