The Centre for Monitoring Indian Economy (CMIE) has placed Goa 2nd in unemployment among Indian states. Only Haryana is ahead of Goa.
Considering that Goa is a very popular tourist destination, with tens of thousands of domestic and foreign arrivals, the unemployment ranking is shocking. Add to this, Goa is a very small State (a fraction of Mumbai in population) which should not make it difficult for most of the people to be gainfully employed in the tourism industry either directly or indirectly. Quite obviously, the tourism policy has failed miserably.
Small countries with robust economies have thrived only on tourism. Take for instance Macau, Barbados and Fiji. These small countries with a population, much less than Goa are almost solely reliant on tourism and they are thriving. And there are scores of such countries. Why can't Goa do the same?
