Goa has space constraints, hence government needs to consider seriously this factor. For sake of convenience the district, major district roads and state highways are merrily converted into National highways. It has resulted in displacement of centuries old settlements without relocation , rehabilitation and paying a pittance for acquired land and demolished residences and establishments. The only available avenue is legal redress for enhancement but it has not resulted in any appreciable relief by and large, since the Court consider it as social developments. The human costs too cannot be computed in exact monetary terms.
Highways as a rule bypass residential habitats and settlements. Sound barriers are erected so as not to disturb peace and tranquility. Curves and bends are totally avoided. No rumblers are seen anywhere in Europe and USA. Govt has still to honour court directive of dismantling of hump type speed breakers on highways, which have caused many deaths. Speed limits are even monitored from air and heavy fines imposed as a deterrent. CTV cameras monitor traffic violations effectively without controversy.The sign boards even warn drivers to reduce speed.Traffic signals and display boards regularly direct the motorists. There is perfect road discipline and citizens are educated to observe traffic rules to letter and spirit.
Pedestrians can stop traffic if need be. There is no doubt that people walking on foot are rare. No overtaking of school buses is ever seen. The traffic at the back comes to a grinding halt.. Heavy traffic has dedicated lanes. Scooter menace is practically non-existent .No cattle are ever seen on the roads. Barriers are in place to avoid wild animals and motorists clashing. Protection and safety of animals in the wild is priority indeed.
The Centre cannot take cover under costs escalations for under passes, overhead bridges , bypass roads to provide safety and avoid displacement. Our politicians travel worldwide but have not learnt the systems in place about road designs ;safety, traffic monitoring and control. Roads cannot be a priority at the costs of convenience and safety of citizens. Balance needs to be maintained to safeguard interests of citizens amd the environment and the necessity of travel.
