The RTI portal in Goa allows citizens to file applications and pay fees online for information from government departments. While the system appears digital, the ground reality raises serious concerns. If applications, personal details, and supporting documents can be uploaded online and fees paid digitally, why are applicants still being asked to visit government offices? In several cases, departments respond by asking applicants to “come and inspect documents” instead of uploading the requested information online. Some even send letters directing applicants to collect information physically, despite fees being paid online. Is this truly an online system? Why should citizens pay fees digitally only to be called to offices later? If the RTI Act, 2005 empowers citizens to seek information from public authorities, what prevents departments from providing general or public documents online? Excluding sensitive or personal data is understandable, but routine information should not require physical visits. The authorities must ensure that Goa’s RTI mechanism functions transparently and efficiently in the true spirit of digital governance.
