In order to remove bottlenecks in the mission to make the State open defecation free (ODF) the State government had directed local authorities to grant permission for installation of individual household bio-digester toilets even if there is no consent (NOC) from landlords. The notification empowering local bodies to grant permissions.
However a widowed old lady is struggling for a toilet for many years. She wrote to the Prime Minister and State government bodies, nobody has taken her matter seriously. She has her mundkarial house of 50 sq metres along with little space to build toilet. Why can't she get a permission to build a toilet. An old lady is going up the hill for toilet. What is this? It's a shame for the government.
In exercise of powers vested in the Act, the notification was issued and directions given to the Director of Panchayats and also to Director Municipal Administration to consider all applications without NOC/consent of the owner/landlord and sanction benefits. So why authorities are hesitating to issue permission to build a toilet under ODF criteria ?
