Laws to ban hill cutting, land filling empty promise?

In earlier Assembly sessions particularly in 2024 with the tragic news of Landslides in other parts of India eg. Wayanad where there was massive loss of lives, houses and land,   Goa Chief Minister Pramod Sawant said then that hill cutting will be seriously addressed in Goa and on August 19, 2024 (during the assembly session) TCP Minister Vishwajit Rane promised strict laws to address the menace of hill cutting and even land filling.  Now we are in August 2025 and after the Opposition pointed out that there +1000 violations on the subject, the TCP minister is now saying the Goa Govt will address it in the next assembly session!  Is the Goa Govt waiting for all hills to be cut before it passes strict laws to ban hill cutting? It's extremely tragic that the Goa government has all the time to push controversial legislation bills (of illegalities) for the political survival of its corrupt ministers/MLAs but has no time to address the most pressing and top priority i.e. preservation of Goa's environment, hills, land, fields, forests, trees, water bodies and beaches.
