Maintain transparency in applying RTI Act

It's surprising to observe that some Information officers are so sensitive to issue  information under RTI Act 2005. They cleverly apply Section 8 (1) (j) of RTI Act. If I apply for   construction plan of a building in my property, in a village, how could a RTI officer deny information and apply  section 8 (1) (j) ?  Section 8(1) (j) of the RTI Act, 2005 encapsulates that information which relates to personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual, unless the CPIO or SPIO or the Appellate Authority is issuing orders.

 Is stilt parking of a 100-room building a private issue ? Is there provision in law to "convert " stilt  parking area  into restaurants, reception area or sitting lobbies or offices or residential rooms or for any other commercial use ? Now, where is provision of parking? On "public road" ?  Could anyone emphasise whether this is a private or public  issue and whether it comes under the purview of section 8 (1)(j) of RTI Act ? I hope relevant departments will take note of this loophole.
