Making money by not returning petty change

Recently I got an opportunity to travel to Panaji via shuttle bus service from Margao KTC terminus  at around around 9.30 am. The actual fare per passenger is Rs 45 but if anybody gave Rs 50 note or Rs 100 then the concerned cashier over there was returning balance amount but telling to wait for five rupees, change is not there. He told at least ten passengers to wait for Rs 5 to be returned but nobody waited because bus was about to leave. After seating inside I calculated myself suppose that person collected Rs 5 from at least 20 passengers than his income could be roughly Rs 100 per trip. Just imagine his day's income? To keep change is his business, but everybody has to bring along exact change. The rains have been pouring drop by drop and we see ponds everywhere. I mean to say nobody cares for mere five rupees but concerned person is building a swimming pool unknowingly. Before that I used a washroom at KTC Terminus, I had given Rs 5 for urinal and the person over there returned to me Rs 2,  that means everywhere everybody is doing side business without making hue and cry about it.
