Panchayat's enthusiasm seems to favour builders?

To start with an example and I would say an environmental assault on wetland/paddy fields at First Ward Colva, the Colva Panchayat gave approvals to a Haryana/North Indian builder;  to proceed with the destruction of said place. All this despite adverse facts that the Panchayat should have been aware off and with which, they should have denied permissions. When villagers approached the Colva Panchayat and secretary to withdraw/cancel the permission they quote all type of excuses including legal challenges. My question to the sarpanch, panchas and secretary is how come they are so knowledgeable on laws/legal means,  when it comes to favouring the builders/real estate companies and those destroying the environment; but appear to be naive and appear to know nothing or check facts before  giving permissions?  Why does the Colva panchayat not discuss objections with stake holders or  take legal advice before they give permissions to builders to go ahead and destroy wetlands, trees and paddy fields. They seem to have only one-sided enthusiasm for the builders lobby.
