Peak of incompetency exhibited by govt officials

The government administration in Goa has reached the peak of incompetency.  Take for instance the case wherein recently I had applied for residence certificate on goaonline.gov.in portal of government of Goa. One type of document as mentioned on the portal in the mandatory list for each requirement of age proof, identity proof, photograph, residence proof and self-declaration is also submitted alongwith. However the concerned officer refers back the application, commenting specific documents are to be uploaded for age proof, photograph and residence, which were uploaded on the same day. But even after complying with the requirement as mentioned by the officer, my application is referred back for the 2nd time. Again I complied and to my horror my application was referred back for the 3rd time. I applied afresh on July 8 by submitting the same specific documents as mentioned by the officer to my first application. This time 2 documents which were rejected earlier as regards to age and residence proof is accepted while photograph gets rejected.  This shows there is lack of proper application of mind coupled with the height of incompetency displayed by the officials while dealing with citizens.

The recent news article highlighting the government's concern about citizen safety from dog bites is welcome, but it seems to be addressing only a part of the issue. The proposed bill to ban certain breeds of dogs kept as pets is a step, but what about the growing menace of stray dog attacks?
