Pre-monsoon works must be given priority

The village panchayats in Goa, in order to maintain drainage systems in Goa before the monsoon, should focus on clearing existing drains, improving existing infrastructure, and potentially implementing new drainage solutions, and reconstruction of old drainages or nullahs. This proactive approach minimizes the risk of flooding and waterlogging during the rainy season. The VPs should conduct thorough inspections to pinpoint areas where drains are clogged or damaged. They should expand the size or number of culverts and drainages especially in areas prone to flooding, according to the requests of villagers. Panchayats must ensure that roads and surrounding areas have adequate slopes to facilitate water runoff into the drainage system.  They should implement subsurface drainage systems to remove excess water from the soil, preventing waterlogging in low-lying areas. Rather than causing havoc during rainy season, village panchayats should start  pre-monsoon works as early as possible. Municipalities should also begin with pre-monsoon preparedness to avert floods in cities.
