The news report of a stray bull charging at a scooterist and killing him in an accident in Sancoale, on Saturday is yet another grim incident of how dangerous our roads in Goa have become for motorists, due to cattle squatting and moving about freely on the highways and village roads.
It is not only our roads but also our footpaths and walkways that pose a danger to pedestrians during their morning walks. To add to the misery we have stray dogs barking, biting and even mauling children.
Only recently there was a motion passed in the monsoon session of the State Assembly to impound all stray cattle and to punish cattle-owners.
Unfortunately this has remained on paper only it seems. A plan for sheltering stray dogs and sterilising them was also approved, but only on paper it seems.
Will the Goa government please start to act?
