Government and panchayats exist for the betterment of the people. And therefore, every year financial budget is prepared to make monetary provisions categorically.
Apart from a few, most of the panchayats have poor income. Every government body can avert natural calamities before it occurs rather than paying compensation for the loss.
However, the question is, are some governmental bodies genuinely and earnestly serving people?
In case yes, then those governmental bodies, such as panchayats, municipal councils and corporations must arrange budgetary provision of Rs 10 to Rs 15 lakh per annum for pre-natural calamities.
In accordance with Section 76 of Goa Panchayat Raj act 1994, powers are vested for panchayats.
A villager had approached a panchayat to cut a banyan tree leaning over her house, but was told that it would cost her Rs 1 lakh and the banyan tree is still standing precariously over her house. Is the panchayat waiting for a disaster to occur?
If funds are not available, it can at least approach the fire brigade to cut it. It would be appropriate if all panchayats make provisions for funds to avoid natural calamities.
