Rigging the Parliament for vested interests

Modi wants to increase the reservation of seats for women in Parliament to 33 per cent. A bill to this effect has already been passed but the process was to be implemented after the next census. The next census will lead to increase in seats for states that have a larger population; so, instead of punishing them for burdening the country, they will be rewarded with more representation. Most of these states are in the cowbelt where the BJP has a stranglehold. Thus the importance of southern states will reduce leading to their having lesser influence over the governance process. Modi wants to now accelerate this process and is using the Women's Reservation Bill as an excuse to foist an early census on the country. It is almost like rigging the Parliament itself.
